The uncertainty caused by regulation negatively affects small business’s ability to plan for growth. While regulation is necessary, it must be pragmatic and sensible. Agencies need to analyze how their regulations affect small businesses.
At the same time, state regulators should work with small businesses to ensure compliance with the spirit of the law, rather than aggressively impose fines and penalties for violations that result from confusion. Agencies should produce an annual report demonstrating their efforts to reduce the burden of penalties on small businesses.
